Dr. Shakya is a professor, a former Dean of the Faculty of Humanities and Social Sciences, and a former Head of the Central Department of Economics at Tribhuvan University, where she began teaching in 1987 as an Assistant Lecturer. Dr. Shakya also served as the Director of Research and Quality Assurance and Accreditation at the University Grants Commission from 2008 to 2011. She has extensive research experience in various fields, including economics, demography, education, health, reproductive health, gender issues, rural electrification, and more, taking on roles such as team leader, rural development expert, gender expert, socio-economist, senior social development expert, a research fellow for various national and international organizations including as the Coordinator for the NGO Coordination Council (NGOCC), Project Chief for the National Consultant for Evaluation and Monitoring, Supervisor for the Population Census in 1991, and a member of the technical committee for the Population Census in 2011. Dr. Shakya is associated with numerous professional organizations and has traveled to various countries as a keynote speaker, session chair, and discussant at international conferences, seminars, training sessions, study programs, and refresher courses.
